Supervisors Beware: Kern County Faces Potential Loss of $529 Million in Federal Funding
BAKERSFIELD, Calif. (KGET) — Department heads and others delivered a sobering message to the Kern County Board of Supervisors on Tuesday: Federal assistance for a range of county programs could be going away, to the tune of more than half a billion dollars.
The Kern County administration has faced budget shortfalls multiple occasions previously. For the county supervisors, addressing revenue gaps is essentially an integral aspect of their role. Their options for resolution are constrained—reducing programs and services, halting recruitment, exploring additional financial resources.
The challenge facing the board currently calls for many of the same decisions, yet this situation stands apart. This assignment borders on being apocalyptic—as various programs face the loss or potential disappearance of federal backing following the budget reductions implemented during the Trump administration.
Each year, the county gets $529 million from federal sources, whether directly or via state distributions, for programs such as social services, workforce development, and child support assistance. This funding now faces uncertainty.
Additionally, state financing for safety-net initiatives such as Medi-Cal could be jeopardized, irrespective of any reductions made to Medicaid by federal authorities in Washington.
This situation will significantly impact the inhabitants of Kern County, where 19% of people live below the poverty line—a statistic that is 1.5 times greater than California’s overall average of 12.3%. In East Bakersfield, the poverty rate reaches 44.8%, which is over double the poverty level observed in the entire state of Mississippi.
A significant worry on the domestic side revolves around an impending shortage that could severely impact the Department of Public Health. This agency is grappling with mandated raises for healthcare staff as stipulated by the state laws. Compounding these issues, about seven weeks back, unexpectedly, the federal Centers for Disease Control withdrew $10.5 million in financial support intended for the county’s health department, affecting both this fiscal period and the upcoming one.
At Tuesday morning's Board of Supervisors meeting, Public Health Director Brynn Carrigan detailed several distressing aspects. She expressed concerns about potential reductions in immunization initiatives, measures against contagious diseases, mobile healthcare provisions, public health education, laboratory gear for diagnostic tests, and numerous other areas.
We withdrew several job offers to potential new hires," Carrigan stated. "We implemented an instant halt to all internal recruitment, put a stop to overtime work, and enforced restrictions on expenditures and business trips within our division. Nevertheless, due to escalating expenses coupled with dwindling resources, we can no longer maintain current operational levels with our present staff without extra assistance.
Lito Morillo from the Department of Human Services mentioned that CalWorks, CalFresh, and Medi-Cal are encountering a new reality.
They're considering cutting Medicaid funding by $880 billion," he stated. "This represents approximately a 12% decrease. As I mentioned earlier, around 400,000 individuals receive Medi-Cal benefits in Kern County. This could potentially result in roughly 50,000 people being affected.
Michael Turnipseed with the Kern County Taxpayers Association stated that the federal government's decision to pull out from their longstanding support for financing local services will necessitate a restructuring unlike anything local administrations have had to face before.
