Former White House chief of staff Mick Mulvaney says there are "real implications" to Donald Trump's swearing-in today as actual changes have already begun to take effect.

"Things have already begun to change," Mr Mulvaney said to Sky News Australia.

“There’s been a development while we’ve been having this conversation: the government's iPhone app, which had been providing advice to people on dodgy alternatives for entering the country, has been taken down just a short time after 12 noon.”

“Since then, several crossings across the Mexican border on our southern frontier have shut down.”
